i have already created a form for a user to fill in and submit data to admin for the website. what i would like to do now is create another form where admin can fill in details and reference number and email it back to the customer at another time a day or two later using a textbox field to populate the email address. is this possible?

Also is it posible to create a personal message to be sent in the email. the message will be the same for everyone, everytime they send the reference number. where do i add this?

are these 2 forms somehow related together? Generaly, you could use the editable template feature in BF that enables you to come back to your last submission (if you are logged in) and fill-in the rest of the form later. In order to bypass the validations, you would need to add a custom button to your form with the custom action ff_submitForm().

For the 2nd answer: You can edit the email template for this. Go to form => advanced => more options => admin/mailback tabs => Edit Email => check custom => add whatever you like to, also the field that contains your reference number.
