Can I use a negation operator to wirte rules?

something like:

turn on element Actividad if Localidad IS NOT off


instead of

turn on element Actividad if Localidad IS on

I have one only option to activate hidden field BUT 35 options to deactivate it, how can I create a Visibility Rule to deactivate if contidion ONE is not true instead of creating 35 conditions ???

Is it really so difficult to say YES or NO ???
